To Whom It May Concern:
The intent of this letter is to formally state that Premise Networks Inc.
has all completed all tasks assigned by PIJV for the Al Faw Communications
Microwave project in Iraq. PNI performed site surveys to ascertain the
conditions of existing sites which proved to be instrumental during
preplanning and installation of this project. PNI provided Alcatel Microwave
equipment for 7 Links, with two sites being off shore. PNI performed all
outdoor installation and alignment activities. Supervision was provided for
Master Integration of all the Alcatel equipment and DC power systems.
Testing and documentation was provided and accepted based on US Government
Standards. PNI utilized these standards and controlled the quality of work
providing management and communication skills that were instrumental in
completing an extremely difficult project under severe conditions. PNI
continuously worked with PIJV project management to offer insight that
provided solutions to obstacles that were unexpectedly presented during the
project.
The PNI strengths were by far their project management in Iraq. The
responsible individuals know and understand how the system in Iraq functions
and went out of their way on a near daily basis to circumvent issues that
arose because of the system end user or the security situation. They
exceeded their mandates, occasionally on their own dollar, to ensure that
the future end user would receive a state of the art system that currently
out performs any other Ministry communications system known in Iraq. This
includes performing and commissioning some of the high end systems, testing
the E1 circuits, and staying past their initial period of performance to
ensure that the South Oil Company understood how to use their procured test
equipment and how to maintain and test their new system. They also exhibited
professionalism in their troubleshooting tasks by lowering the main and
diversity antennae at PST-1 to bring the RSL readings within an accepted
attenuation.
All of the mentioned tasks were performed in an arduous and hostile
environment. PNI’s designated work environments were not conducive for
protocol business operations yet, PNI still managed to complete the project
with both PIJV’s and the end user South Oil Company’s approval. With this
stated, PNI has proven itself a valuable asset among its colleagues in the
stated fields of technical, civil work, and protection. PNI has proven that
they can commission and test the Alcatel MDR-8000 microwave radio system.
PNI qualifies under the PIJV conditions for future project eligibility for
any communications project and I look forward to working with them in the
future.
I have managed communication projects in Iraq for the past 3.5 years and PNI
is by far the most responsive and professional communications outfit I have
worked with in Iraq. I hereby submit my recommendation for PIJV to be
considered for the IRR project work in Iraq.
